The issue has been identified and we have mitigated the problem with messages not being processed.
The cause was due to high peaks of heartbeats from a large number of units, we are working together with identified partner to have these units spread out their heartbeat signaling.

Investigating
We are seeing that some of the incoming mrq's from scaip units are not being processed as expected which could lead to delays in alarms being created. The amount of incoming message not being processed is ~1%. We are working together with AWS support to identify the issue and resolve it.
